US stance on Libya

The New York Times is reporting on the evolving US policy towards Libya, which seems more and more committed to not arming or training the Libyan rebel forces.   The administration both expects and supports the French in any effort on their part to arm and train the rebels.  At this point, the cacophony of voices suggests confusion on numerous fronts.  Who are these rebels that we are supporting?  Are they the good guys, or just guys?  What exactly is sanctioned by the UN Resolution?  What is the US goal for Libya?  What do we do if the outcome is a stalemate?  Who is winning at this point, the rebels or Qaddafi?  There are certainly a lot of issues to be resolved, beyond just the military ones (Admiral Mullin blames bad weather for the lack of air support and thus the rebel retreat).  Beyond the foreign policy implications, if Obama is unable to figure this all out there may be serious domestic consequences for him come election time.
